Joel Mowrey, Ph.D. is currently the Executive Director of the Mental Health and Recovery Board of Portage County. He is a licensed Psychologist in Ohio, receiving his doctorate in Clinical Psychology from Bowling Green State University and completing an internship at Duke University Medical Center specializing in children. He is an Assistant Professor of Psychology in Psychiatry at the Northeastern Ohio Universities College of Medicine and Pharmacy and is an Adjunct Assistant Professor of Psychology at Kent State University and Ashland University.Dr. Mowrey began his career in Portage County in 1980 at the Portage Children’s Center, now known as Children’s Advantage. In 1992 he joined Summit Psychological Associates, private practice group of psychologists, which was followed by positions as Clinical Director at Children’s Services and the Jones Home in Cleveland and Program Director of Intake and Assessment at Applewood Centers. He returned to Portage County as the Clinical Director of Children’s Advantage in 2001 before coming to the Mental Health and Recovery Board of Portage County in 2008.
